Commemorating the City of Naples Police Department

As we celebrate the 100th anniversary of the City of Naples Police Department, our community stands at a meaningful moment in history, one that invites us to look back with appreciation and forward with purpose. Since its establishment in 1925, the department has grown from a small local force into a modern, highly trained organization that embodies the principles of professionalism, accountability, and community partnership. On Wednesday, November 19th, in front of City Council, I had the honor of presenting an official proclamation commemorating this remarkable milestone and recognizing the century-long dedication of the men and women who have served our city. This moment not only honored the department’s rich legacy but reaffirmed our shared commitment to the values that define our community.

According to Naples, A Second Paradise by local historian Lila Zuck, the city’s earliest chapters were shaped by visionary civic planning, reflected in initiatives like the “Naples Plan,” which prioritized parks, infrastructure, and service institutions. While Zuck’s comprehensive history does not provide extensive chapter-by-chapter detail on the formation of the police department, her work makes clear that policing grew in step with other municipal services, rooted in the same community-oriented spirit that defines “The Naples Way.” 

The early years of the Naples Police Department were shaped by a developing city, limited resources, and a strong sense of civic responsibility. Officers worked closely with residents, built trust through personal relationships, and set standards that continue to influence the department’s culture. As Naples grew and public safety needs expanded, the department enhanced its organizational structure, increased training requirements, and adopted innovations that improved both efficiency and responsiveness. These steps allowed the department to provide higher levels of service while maintaining a constructive and accessible presence within the community.

Across its 100-year history, the department has achieved significant accomplishments in patrol operations, investigations, emergency response, communications, and public outreach. From establishing formalized patrol routes and adopting standardized procedures, to embracing digital evidence systems, data-driven policing, and enhanced radio communications, each advancement has strengthened its capacity to safeguard residents and visitors. These efforts have not only improved day-to-day operations but have contributed to long-term public confidence in the department’s mission.

Community engagement has always been a cornerstone of the department’s success. Programs designed to connect officers with youth, families, and local organizations have reinforced mutual trust and demonstrated that public safety is a collaborative effort. Neighborhood-based policing, school partnerships, citizen academies, and ongoing outreach initiatives all reflect the belief that a strong community relationship is essential to effective service. These efforts embody the spirit of unity and cooperation that Naples residents value deeply.

Today, under the leadership of Chief Ciro Dominguez, the Naples Police Department remains committed to transparency, preparedness, and innovation. The sworn officers and professional staff who serve our city each day demonstrate professionalism, integrity, and compassion. These are qualities that have defined the department for generations. Their dedication ensures not only the enforcement of our laws, but also the protection of the quality of life that makes Naples an exceptional place to live, work, and visit.

As we honor this centennial year, we recognize every officer, past and present, whose service has strengthened our community and upheld the safety of our residents. The proclamation presented today serves as a record of gratitude and a tribute to their century-long commitment. For 100 years, the Naples Police Department has carried forth its mission with honor, courage, and dedication fulfilling the promise to serve and protect, the Naples Way.
